VMware doesn't allow Lab Manager users of any permission level to upload files to the Media library. Supposedly this is to protect valuable available storage. Ironically, Lab Manager users without quotas are allowed to freely chew through storage with any number of template and configuration deployments. This results in semi-frequent requests for the Lab Manager/VI admin to upload Media files for Lab Manager users.
